Over the past 30 years, Dr. Udell has successfully designed and administered health care programs in hospitals, physical rehabilitation facilities, emergency medical and trauma systems, health maintenance organizations, and home health agencies. He has authored the State of New Hampshire Trauma System Plan, the Palm Beach County Trauma System Plan, the Dallas\Fort Worth Trauma System Plan and the 1987 State of Florida trauma legislation and several Legislative Memorials for the New Mexico EMS and Trauma Systems. He has specialized in providing assistance to governmental and private health care organizations with expertise in the design of local, regional and state-wide trauma systems, the development of local, regional and state-wide trauma system implementation plans, the evaluation of emergency medical and trauma care service delivery, and the evaluation and development of emergency medical and trauma care data and information systems.

Jerome Haskie

Jerome Haskie has been in Public Safety for over 27 years, he served as the Chief of the Zuni Fire & EMS Department and later as Director of Public Safety. Since leaving Public Safety he has developed a consulting business dealing in EMS, Hospital and Public Safety preparedness work. Jerome has a degree in Business Management from the University of Phoenix and is a Certified Public Manager through the USDA Graduate School of Public Management. In 2006, he was awarded the EMS Director’s Leadership Award at the NM Statewide EMS conference. |

Jesse Mowrer

Jesse has an extensive background managing Fire Suppression, Emergency Medical Services, and Emergency Management functions. His experience in computer data systems and ambulance billing has prepared him to be an advocate and assistant to all EMS Region 1 services. As administrator for the New Mexico Emergency Services Tracking and Reporting system (NMEMSTARS) and the New Mexico Billing Coop his focus is on improving data collection and ambulance reimbursement for EMS services in Region 1.

Kelly Zunie

Kelly Zunie has a varied background in Behavioral Health and Education. She has held positions from human services aide to supervisor for an adolescent treatment center and has also served on the Board of Directors for the Indian Walk-In Center in Salt Lake City, Utah as well as various committees dealing with youth. She is also a social entrepreneur and owner of DreamWorks, Inc. Kelly has a Bachelor’s degree in Statemanship and is currently working on a Master’s Degree in Health Education. |

Philip Mares retired from the City of Las Vegas, New Mexico Fire Department after 25 years of service, where he attained the rank of Fire Chief. Philip is a licensed Emergency Medical Technician-Basic. He has served on several committees locally and statewide including, local Public Safety Committee, Chairman local Ambulance Advisory, member State of New Mexico Fire Chiefs Association, EMS Region 1 Advisory Committee, is one of the founding members of the Region 1 EMS & Trauma Foundation and is the founding member of the Rough Riders Motorcycle Rally committee.

John Smithson began his EMS career in 1988 as an EMT-B and became a EMT-P in 1991. Since becoming a paramedic, he has continued to develop as an instructor and conference presenter. He has taught at numerous EMS conferences around the state for several years. He served for several years as a Regional Faculty and Emergency Cardiac Care Committee representative with the American Heart Association. He also served as State Coordinator for the Pre-Hospital Trauma Life Support program in New Mexico. He is currently an Education Coordinator for Albuquerque Ambulance and serves as Vice President for the New Mexico EMT Association. He has a strong background in EMS disaster and WMD response. He is completing a Bachelors of Science in EMS through the University of New Mexico with plans to pursue a Masters Degree in Emergency Management. He has three children and enjoys hunting and fishing in New Mexico. |

Dr. Philip Froman has over 30 years of experience as a healthcare provider. He trained at the University of California, Los Angeles and did an integrated residency in Emergency Medicine in Dayton, Ohio. He is a Board Certified Fellow in Emergency Medicine and has shifted his career emphasis to emergency medical services (EMS) consulting and medical research. As a former Los Angeles and Santa Barbara County Paramedic, he is utilizing his previous experiences in his role as EMS Medical Director for multiple urban and rural fire and EMS services. He has been doing ongoing EMS consulting and research for the New Mexico EMS Bureau and the National Laboratories. He has been an active member of the American College of Emergency Physicians and the National Association of EMS Physicians since 1991. He sits on numerous State and Local EMS related committees. Dr. Froman is an Assistant Clinical Professor of Emergency Medicine at the University of New Mexico and is active in pre-hospital research. |
